FEMA Preliminary Floodplain Appeal Period Starts

Posted on Tuesday February 19, 2019

The Federal Emergency Management Agency (FEMA) is updating the Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) for Mason City. As a part of the review process, for the next 90 days citizens have the opportunity to review the maps and file an appeal if they believe the preliminary maps are incorrect.

FEMA has prepared preliminary floodplain maps for Cerro Gordo County, including Mason City.  These proposed flood hazard determinations, if finalized, will become the basis for the floodplain management measures the City must adopt in order to continue our participation in the National Flood Insurance Program (NFIP).  However, before any new or modified flood hazard information is effective for floodplain management purposes, FEMA must provide community officials and private citizens an opportunity to appeal the proposed food hazard information during a 90-day appeal period.  This period will begin on February 20, 2019.

During the 90-day appeal period any owner or lessee of real property who believes that his or her property rights will be adversely affected by the proposed flood hazard determinations may file an appeal.  Appeals must be submitted to the Mason City Development Services Department, 10 First St. NW, Mason City Iowa before the end of the 90-day appeal period.  All appeals received will be submitted to FEMA for consideration.  The sole basis for appeals is the possession of knowledge or information indicating that the proposed flood hazard determinations are scientifically or technically incorrect.  Appeals must meet FEMA's Criteria for Appeals of Flood Insurance Rate Maps.

The Preliminary Flood Insurance Rate Maps and the Preliminary Flood Insurance Study can be viewed online at the  FEMA Map Service Center.  Mason City is mapped over 14 separate map panels.  To determine which map panel includes a specific property, use the index map below to find the panel number and then select the panel from the FEMA map page.  The panel number will be the community number, 190060, followed by the panel number and then the letter "D."

If you have any questions, please contact the Mason City Development Services Department at 641-421-3626, or email Tricia Sandahl, the City's Floodplain Manager.
